Chief Executive Officer
Zach is the CEO and has been focused on Health Information Exchange and HIPAA compliant communications software and business since 2006. His work in the Health IT communications field goes from “soup to nuts” and his expertise ranges from fostering social capital with community healthcare leaders to technical system architecture implementation to grant acquisition and management to developing service-based business models to working with federally funded non-profit physician advocacy programs designed to help providers navigate electronic health record (EHR) systems and achieve Meaningful Use.
Prior to becoming involved in Health IT Zach has nearly two decades of professional IT experience that includes database administration and data warehousing, Microsoft quality improvement, software development, system design & requirements gathering, project management for complex information technology projects, as well as business development and account management for governmental and private clients.
Chief Operating Officer
Jay joined HIE Networks, LLC as Chief Operating Officer in 2018. His primary focus is the day-to-day operations of the organization as well as business development of our HIPAA-compliant communication suite and Health Information Exchange Services.
Jay has nearly 30 years of healthcare operations and business development experience at a regional and senior level in multi-site outpatient healthcare organizations. His experience includes senior management positions in outpatient ambulatory surgery with HCA Healthcare and United Surgical Partners. He has also held other regional operations and financial roles in the healthcare industry, working with leaders in wound care at National Healing (Healogics) where he was responsible for the operations of all managed wound care centers in the state of Florida as well as in finance with MedCenters in the Urgent Care arena. Jay holds a Masters Degree in Business Administration from the University of Central Florida as well as a dual major in Finance and International Business from Florida State University.
Chief Financial Officer
Bill Jacobus has been CFO of HIE Networks since its inception and was previously CFO at a healthcare information and technology start-up that pioneered vending machines for pharmaceuticals and helped develop healthcare information exchange software.
Well before that, he founded and was CEO of a fitness software company for desktop computers before the internet was a thing. Eventually he veered away from software to partner in real estate development specializing in multi-unit housing complexes. He graduated from Rollins College in 1982 with a degree in Business Finance and Administration. In his spare time he races cars because he’s too old to race motorcycles anymore.
Founder and chairman
Allen Byington is an entrepreneur with business successes that include automotive, aircraft, communications, broadband technology and health information technology and exchange. Byington was the visionary and driving force behind the creation and establishment of Big Bend Regional Healthcare Information Organization (Big Bend RHIO) and the co‐architect of its health information exchange (HIE) technology infrastructure.
Byington, along with Dr. Dan Kaelin, a board-certified vascular surgeon, established HIE Networks to expand the availability of affordable, healthcare-provider-driven HIE throughout the United States.
A tireless advocate, Byington donates his personal time and resources to support the expansion of HIE in Florida. He works collaboratively with the Florida Hospital Association and the Florida Medical Association to support their federal and state advocacy and has served as a pro bono advisor on health information policies for a number of other organizations.
Lawrence Dan Kaelin, MD
Chief Medical Officer - Founder
Dr. Kaelin has been a vascular surgeon in private practice with Vascular Surgery Associates in Tallahassee, Florida since 1992. He received his medical degree in 1985 from the University of Louisville School of Medicine and completed his internship and residency at the University of Florida College of Medicine. He was Chief Resident from 1990-91 and a Vascular Fellow in 1991-92. Dr. Kaelin has conducted research, written extensively and made many professional presentations on a wide range of surgical topics. Dr. Kaelin was a Major in the U.S. Army Reserves from 1988 to 2001 and served as an Attending Vascular Surgeon at Walter Reed Army Hospital. Dr. Kaelin is Board Certified with the American Board of Surgery with added qualifications in Vascular Surgery.
Dr. Kaelin was a founding board member and Chair of the Big Bend Regional Healthcare Information Organization (Big Bend RHIO). Dr. Kaelin is a tireless champion in local and statewide initiatives to develop Health Information Exchange (HIE) so that individual EMR systems can share patient medical information. His aim is to ensure that clinicians remain involved in the decisions of healthcare IT as federal healthcare legislation unfolds.
